I'm not sure what advantage going to 40 feet would make (other than taking
more lightning strikes!), but have you considered using Rohn 45G tower
rather than the 25G that is currently on the roof?
Using the 45G gives significantly larger cross section to the tower. It
may be with this larger cross-section tower, the same anchor points can be
used as before to stiffen it even more.
There is also the Rohn RSL40A14 which is self-supporting, 40' high, and
supports 80 square feet of antenna, which is probably more than AUARC was
considering. But, if that is what the Club wants, there are technical
options.
For what it is worth, my opinion for quite a while has been to get the
antennas off the middle of campus and somewhere out where there is
significantly less electrical noise. That gets around a number of
electrical, mechanical, administrative and political issues.
Then just have a radio or even radios that can be operated over the AU
internet by authorized individuals. That's being done many places now, so
the technology isn't really an issue. Multiple radio users can even use
the same multiband antennas simultaneously if desired. That way, Club
users need only to have a laptop or smartphone to have access to the Club
station from their apartment or (horror!) dorm room.
