[Veritas-vx] New install can't get off the ground

I have a new solaris install that I installed veritas VM3.2 and FS3.4 and
am having troubles just getting it going. The install and license went in ok.
Currently, I have the following veritas  processes running:
# ps -ef | grep vx
    root  8036     1  0   Apr 09 ?        0:00 /sbin/sh - /usr/lib/vxvm/bin/vxrelocd root
    root  8049  8048  0   Apr 09 ?        0:00 vxnotify -f -w 15
    root  8048  8036  0   Apr 09 ?        0:00 /sbin/sh - /usr/lib/vxvm/bin/vxrelocd root
    root 10209     1  0   Apr 09 ?        0:00 vxconfigd -k -m disable


so I tried running vxconfig -d, vxdctl init, vxdg init rootdg ....

# vxconfigd -d
vxvm:vxconfigd: ERROR: cannot open /dev/vx/config: Device is already open
       OK, that's expected from the above
# vxdctl init
# vxdg init rootdg
vxvm:vxdg: ERROR: Disk group rootdg: cannot create: vxconfigd is currently disabled



Other useful info:
# vxprint -ht
Disk group: rootdg

DG NAME         NCONFIG      NLOG     MINORS   GROUP-ID

dg rootdg       default      default  0        1081537923.1055.epoxy.umiacs.umd.edu


# vxdisk list
DEVICE       TYPE      DISK         GROUP        STATUS
c1t0d0s2     sliced    -            -            error

What needs to be done to get this initialized?
