[Veritas-vx] Storage Migrator File Relocation job crashes system

Windows 2000, VSM 4.0

Netbackup works fine.  I just installed VSM 4.0.  To test it I started a file
relocation job.
It mounted a tape and then immediately blue screened, event log as follows:

Task 1 for VSM File System Agent relocate job. A failure of VERITAS NetBackup
(NBU)
database was reported. Check that VERITAS NetBackup (NBU) is properly installed,

configured, and is running. Then restart VERITAS Storage Migrator. (0x81090027)
