Are you sure that is the reason? The public/private region layouts are
specified in the configuration, so even the modifications to the default
layout made in 3.2 should be compatible with older versions.
However, a new disk group created under 3.2 will be version 90 (unless
you specifically ask it not to with -T). Version 90 disk groups are
only importable by version 3.2 and higher.
